Last Operational Programme funds unfrozen

The seventh and last European Union funded Operational Programme that had been blocked over abuse allegations has been
unfrozen.

On February 12 2010, the European Commission approved the conformity assessment of the Operational Programme Human Resources, a Government media statement said.

Bulgarian Prime Minister Boiko Borissov said the programme would disburse 2.8 billion leva, saying the programme was "extremely important for training and retraining programmes for small businesses, especially in times of crises."

"All seven programmes that had been frozen under the previous ruling coalition now have a positive compliance assessment. Over the past months, we have created the opportunity for Bulgaria to absorb 13 billion leva," Borissov said.

"For those municipalities who do not have the necessary administrative capacity to prepare projects, we are ready to create a new agency under the Cabinet that will assist and monitor," Borissov was quoted as saying in the media statement.

The agency would be created if mayors would indicate that such an organisation was needed, Borissov said.

Until the end of 2010, around 1.4 billion euro could be absorbed according to the media statement.

"We finally have an audit authority that has earned the trust of Brussels and we are not willing to let one euro be spent in a way that would conflict with the measures of compliance," Borissov said.
